Upgrade is ready for Rare till Golden quality, while synth is available for Uncommon till Golden quality. You need some of 5 prev quality mount equip in order to obtain the next quality by upgrade, ex: need to gather 5 uncommon quality in order to get rare one and additional 50 mount reins to upgrade mythic to golden.
Upgrade Mount Equip
In order to synth mount equip you need to collect the mount equip shards. The amount of shard needs is varies depending on the quality of mount equip. You need 10 shards to get uncommon and rare, 20 shards for epic and legendary, 50 shards for mythic, and 50 shards and 1 print for golden.
